The City of Lloydminster currently has an opportunity for a dynamic leader to fill the position of General Manager, Engineering Services within the Planning & Engineering Department.
Position Summary:
The General Manager, Engineering Services will lead a team of professional and technical staff that provides engineering services covering a wide variety of areas of specialization including the City's transportation network, infrastructure and asset management, servicing and urban development, and corporate project management.
Job Responsibilities:

Ensures that the planning, design and construction of all Capital Works Projects related to roadways, municipal utilities and municipal land development projects adhere to the Municipal Design Standards and adopted Master Plans (Transportation, Water Distribution, Sanitary Sewer, and Storm Sewer), as well as provincial and federal regulations and guidelines.

Negotiates and secures approvals from provincial and federal regulatory agencies.

Provides management direction to employees by planning, assigning, and supervising work.

Undertake strategic and business planning initiatives and other studies to improve organizational efficiency and productivity as required.

Ensures the optimum utilization of staff through their selection, training, development and motivation for them to succeed/excel.

Prepares, manages, and oversees the division's operating and capital budget.

Plans and implements short and long-term capital replacement and upgrades.

Ensures purchasing procedures are compliant with the corporate purchasing policy.

Investigates and implements policy and procedure improvements and ensures applicable bylaws are reviewed and updated on a regular basis.

Recruits and administers consulting and contractors services as required.

Builds and maintains effective working relationships at the departmental, corporate, regional, and provincial level.

Provides critical advices and guidance to Director, CAO and Council.

Prepares and presents accurate and concise reports to council or committee.

Addresses and resolves more challenging or complex inquires and complaints.

Maintain a constant awareness of new trends and innovations in the engineering field.

Ensures the division's contribution to the City's Offsite Levy Model and Bylaw are updated on an annual basis.

Facilitate public consultation process and public presentations to groups and organizations as required.

Performs other duties as assigned by the Director of Planning and Development.
Education:
-
The ideal applicant will possess certification as a Professional Engineer (P. Eng.) along with 8 to 10 years related experience.

Candidates with a combination of experience and education related to municipal engineering may be considered.
Other knowledge and Skills:
-
Knowledge of municipal infrastructure design, construction, inspection and ASSET management;

Maintain a current working knowledge of professional engineering practices, related government legislations, and local government practices.

Ability to prepare, negotiate and administrate agreements.

Ability to make decisions, provide direction and problem solve engineering issues;

Proficient with computers and specific knowledge of computer programs for engineering applications;

Demonstrates a high level of integrity and professional conduct and is perceived as consistent, neutral, and objective in business activities. Shows initiative and innovation to identify areas for improvement and implements appropriate changes as necessary.

Valid Class 5 driver's license along with a clean drivers abstract. These are to be provided at time of interview.
