Job Overview
The Community Social Development department (CSD) is seeking a highly motivated Planning and Policy Analyst to join its dynamic team.
The Planning and Policy Analyst will provide leadership and support in the coordination, management, and implementation of Council directed initiatives, CSD goals/objectives, and other complex multi-sector projects that address issues and opportunities to enhance the quality of life in Grande Prairie.
You will use a wide range of analytical and project management skills to guide the development of system level strategic social policy and make recommendations to inform long range social planning for the municipality. You are also exceptional at research and analysis of community and social issues and are passionate about building a thriving and resilient community.
Main Responsibilities
Reporting to the Manager of Community Social Development, your main responsibilities will include:
  • Conduct and apply research, analysis, and project development skills to particular urban and civic issues, including emerging social and community trends that will contribute to the production of reports and recommendations for policy and program changes to Management and City Council
  • Lead and participate in the development of associated performance measureme Planning and Policy Analyst Science, Social Sciences, Community Development, or related disciplines with course work or studies in statistics, program planning/evaluation, and/or research methods is required
  • Calculate and analyze social needs based on growth patterns and demographics among other factors which will inform creation of short and long terms goals, perform feasibility studies, and inform business plans
  • Establish and maintain positive collaborative working relationships with internal partners, counterparts in other orders of government, and community stakeholders
  • Design and implement effective public engagement processes to engage stakeholders in the identification of gaps, issues, and policy direction
  • Utilize community development approaches when conduction research and as a significant part of strategic planning, project development, and implementation exercises
As the successful candidate, you will have the following qualifications:
  • A minimum of a Bachelor's degree from a recognized post secondary institution with a focus on Sociology, Public Administration, Political Science, Social Sciences, Community Development, or related disciplines with course work or studies in statistics, program planning/evaluation, and/or research methods is required.A Master's degree is preferred
  • A minimum of 3 years' professional social planning experience , in the area of community and social development is an asset
  • Proven planning and organizational skills to manage program delivery to achieve deliverables
  • Excellent leadership skills in the areas of management and coordination of complex multi sector projects
  • Exceptional proficiency in research and analysis of community and social issues along with strategy and/or policy development in the area of community development and social planning
  • Thorough knowledge of social development theory and practical applications of social analysis, business planning, policy development, and research
  • Superior skills in group facilitation and public engagement processes
  • Exceptional report writing and presentation skills
  • Significant skills with the Google platform and techniques/tools to enhance engagement, research and analysis, and communication
  • Ability to analyze, synthesize, and interpret government policies and legislation
  • Significant experience designing and implementing quantitative and qualitative research projects in a community based setting
  • Demonstrated ability to organize, manage, advise, and set the direction for multiple projects and measure outcomes
  • Experience in a municipal environment is an asset
  • Excellent interpersonal skills and ability to work with diverse populations

Salary Range $48.25 - $59.24 per hour
