In this role, you will be responsible for directing council’s community infrastructure priorities and challenges into implementation plans, and then influence the prioritization and allocation of finite funding and resources at the strategic, corporate and political levels.

  • Advanced level leadership Training- required
 
Experience 
 
  • 10+ years leadership experience at senior level
  • 6+ years project management experience
  • Experience leading in an organization run by board of directors or elected officials
  • Working with stakeholders such as; social housing, local business, tourism etc.
  • Complex policy development
  • Affordable housing, facility redevelopment, aging infrastructure & long-range infrastructure planning

Position Description
General Manager of Municipal Infrastructure

 
General Accountabilities
Reporting directly to the Chief Administrative Officer, the General Manager of Municipal Infrastructure is critical to the success of our organization. Through the formation of strategic partnerships with council and the community, the creation of strategic plans, the facilitation of community discussions, and the development of technical and influential leaders within our community and organization, the incumbent will lead our community and organization through the challenges of managing growth, infrastructure development, flood hazard mitigation, delivery of affordable housing, as well as the provision of local transit and active transportation services.
 
The General Manager of Municipal Infrastructure plays a key role in keeping our organization and its activities aligned, in maintaining a trusting and productive relationship with council, and in delivering on projects and initiatives. As we are a lean organization, this individual will not only need to lead, but will also need to perform some technical work at times in order to support their team of technical subject matter experts. The reward in this position is in engaging others in ways that ensures our vision is being realized.

Education & Certifications
  • Degree and professional status in a municipal government-related field such as; professional engineer, professional planner, lawyer or development professional – preferred
  • Technical certificate in related field such as; Facility Management Professional (FMP) or Certified Engineering Technologist (CET) - considered
  • Project Management Professional (PMP) – asset
  • Advanced level leadership development training – required
  • Valid Alberta Class 5 Driver’s License - required
 
Abilities and Experience
  • Minimum 10 years experience in a Senior Leadership role – required
  • Experience leading in an organization that is run by a board of directors, or body of elected officials - asset
  • Experience working with partner organizations in areas such as; social housing development, local business and tourism, etc. - required
  • Experience working with facility redevelopment, aging infrastructure, and long-range infrastructure planning – required
  • Proven project management experience and expertise – 6 years + - required
  • Proficiency with computers and Microsoft office programs, with the ability to independently create and edit a variety of documents and spreadsheets – required
  • Experience working with issues such as affordable housing, infrastructure planning and redevelopment - asset
  • Experience working with Alberta Municipal Government Act (MGA), environmental legislation and other related legislation - asset
  • Experince working with the complete process for the acquisition of land and physical product through to financing, planning, architecture & engineering, infrastructure and construction - asset
