This is a permanent full-time position working thirty-five (35) hours per week within the Comprehensive Planning Branch of the Planning and Development Department. This position is within the CUPE 1505 Bargaining Unit. This position is located in the community of Fort McMurray, the Regional Municipality of Wood Buffalo’s urban centre.
 
 
 
Position Description:
 
Under minimal supervision this position provides an advanced level of planning knowledge and expertise on a wide range of community development and planning functions. This position is responsible for leading teams in the research, analysis and development of statutory plans and other planning studies, research and analysis of legislative initiatives, evaluation of complex land use planning issues, assisting in project management, and coordinating and leading meetings with internal and external stakeholders.
 
Primary responsibilities include but are not limited to:
  • Lead planning teams in the development of key statutory planning documents such as the Municipal Development Plan, Area Structure Plans, and Area Redevelopment Plans.
  • Lead and/or participate on special projects and land use planning studies as assigned.
  • Evaluate, negotiate, and confirm planning requirements in statutory plans and plan amendments.
  • Prepare and present professional planning reports to municipal Council and other stakeholders.
  • Conduct research, studies, land use, and development analyses to prepare policy papers and planning documents to address current and emerging land use and development requirements of the municipality.
  • Identify emerging land use and development issues, trends, and implements best practices of sustainable development.
  • Coach, train, and mentor planning staff and support staff to increase the team’s skills and knowledge in land use planning and planning law in Alberta.
  • Provide professional planning advice and interpretation on matters related to various planning projects and give direction to various internal and external stakeholders.
 
 
 
Qualifications:
 
  • Degree in Urban and Regional Planning, Geography, Land Development, Urban Studies or a closely related field is required.
  • A minimum of five (5) years of relevant professional planning experience including policy development, interpreting, analyzing and recommending policy directions/options and project management skills, and two (2) years of which include, managing planning projects including monitoring/assigning work to professional staff.
  • A degree from a university accredited by the Canadian Institute of Planners is preferred.
  • Certification as an accredited planner in Canada (MCIP) is an asset.
  • Must have sound knowledge of relevant Provincial statutes, regulations and Municipal bylaws.
  • Working knowledge and implementation experience with land use planning best practice.

  • Organizational and problem solving skills, leadership, interpersonal, negotiation and communication skills.
  • Demonstrated ability to communicate effectively and tactfully with a proven ability to coordinate complex and difficult land use, planning, and development projects.
  • A comprehensive understanding of policy development as well as a relational understanding of other planning functions.
  • Demonstrated ability to analyze land use plans, provincial and municipal policy, planning documents, applicable engineering, planning, development regulations, and development agreements.
  • Ability to prepare concise reports including developing and clearly explaining options and recommendations to the public, elected, and appointed officials.
  • Demonstrated experience in developing and leading effective community/stakeholder engagement.
  • Possess the ability to set priorities and meet deadlines in a demanding environment.
  • Demonstrated presentation, project management and administrative skills.
  • Demonstrated ability to work independently as well as in a team environment.
  • Must be willing to attend meetings outside regular work hours.
  • Proficient with computer desktop software applications.
  • Experience with AutoCAD, ArcGIS, and/or Adobe Creative Suite (Photoshop, Illustrator, Acrobat, InDesign) is an asset.
  • Valid Class Five (5) driver’s licence (clear driving record is an asset).

Salary Range:
 
$55.80 (2016 Start Rate)
$65.85 (2016 Permanent Rate)
*Permanent rate effective after twelve (12) months of employment.
